Found this little semi-submersible lifting vessel. It breaks down for trailering. Before launch, a 4 ft section is inserted, between the halves, to make it 11ft 6in wide by 20ft long. My thought is, instead of a 4ft insert, make it a 7ft 6in insert, for 15ft by 20ft, and use 20ft legs, to get more elevation, and more wave clearance, for larger waves. In addition, rather than a split pontoon, and ballasting into the pontoons, ballast tanks could be added into to insert section, for buoyancy control. After discussion w/Kathy, the possibility of making a doube unit, so lifting an entire party-barge, as the deck, and using a larger one as the semi-submersible portion, set so the legs are in sockets under the upper section, would allow for flotation, should anything happen to the lower unit. The lower unit could sink and the upper unit, un-ballasted, would be able to float away.

Don't overlook that this deep sharp bow will dig in when you try to beach the boat.
