Note they say it's lowered "into the sea", but i suspect that may be a language translation error for "onto the surface",

the local waterways due to tropical storm Cristobal. Shame, the bay and the local ICW there is huge and looks wonderful for supporting seasteading, and the continental shelf is shallow.
